...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 100 AM EDT FOR
CENTRAL BELL...CENTRAL KNOX AND EAST CENTRAL WHITLEY COUNTIES...

At 1226 AM EDT, Doppler radar indicated thunderstorms producing
heavy rain have exited the warned area. However, runoff form the two
to three and half inches that fell on Saturday continues. Flash
flooding is likely still occurring, but water has likely crested or
is nearing crest and should begin to recede soon.

Some locations that will experience flooding include...
Barbourville, Pineville, East Pineville, Artemus, Wallsend, Emmanuel,
Swan Lake, Hubbs, Clate, Birdseye, Ingram, Field, Gausdale, King,
Louden, Blanche, Bryants Store, Heidrick, Baileys Switch and Wheeler.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.

Harlan County in southeastern Kentucky...
Southeastern Bell County in southeastern Kentucky...

* Until 300 AM EDT

* At 1131 PM EDT, Doppler radar indicated thunderstorms producing
moderate to heavy rain across the warned area. Up to three inches
of rain has already fallen since Saturday afternoon and as much as
a half of an inch could fall before the rain tapers off around 1
AM EDT on Sunday. Flash flooding is already occurring in portions
of Harlan County according to the Kentucky State Police.

* Some locations that will experience flooding include...
Harlan, Loyall, Evarts, Wallins Creek, Bobs Creek, Mary Alice,
Dizney, Chevrolet, Varilla, Louellen, Coldiron, Ponza, Black Snake,
Elcomb, Blanche, Cubage, White Star, Shields, Black Mountain and
Blackmont.

The Flash Flood Watch continues for

* Portions of east central Kentucky, northeast Kentucky, south
central Kentucky, and southeast Kentucky, including the
following areas, in east central Kentucky, Bath, Elliott,
Estill, Menifee, Montgomery, Powell, and Rowan. In northeast
Kentucky, Johnson and Martin. In south central Kentucky,
Laurel, McCreary, Pulaski, Rockcastle, Wayne, and Whitley. In
southeast Kentucky, Bell, Breathitt, Clay, Floyd, Harlan,
Jackson, Knott, Knox, Lee, Leslie, Letcher, Magoffin, Morgan,
Owsley, Perry, Pike, and Wolfe.

* Through late Sunday night

* Locally heavy rainfall and flash flooding will be possible
through late Sunday night, especially at locations that have
already seen recent heavy rainfall.

* Flash flooding of low lying areas, as well as fast rises on
area creeks, streams, and some rivers are possible. Those
camping near the water this weekend need to be prepared to seek
higher ground if a flash flood warning is issued.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a VERY DANGEROUS SITUATION.

You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.
