KNOXVILLE (WATE) – A petition to place marijuana on the ballot in Knox County has fallen short.

Steve Cooper, the man behind the effort, says his petition was about 3,000 signatures short of the 20,000 needed. The petitions would have allowed citizens to vote on allowing the medical use of marijuana and allowing it for recreational use for people over 21.

Cooper said in April that while this wouldn’t change state law, he was tired of seeing medical marijuana bills shot down in the state legislature without getting what he feels is enough consideration.
