KINGSTON (WATE) – In two separate cases, Tennessee Bureau of Investigation (TBI) obtained indictments against four corrections officer at Morgan County Jail.
Denny Lee Hughett, Garren Austin Cooper, Joe David Shoffner Jr. and Michael Alan Lloyd were booked into the Roane County Jail and then released on bond, according to the county clerk. An arraignment was set for February 8 in Morgan County Circuit Court.
In the first case, an inmate’s family member accused officers of encouraging the assault of an inmate on November 21, according to the TBI. After an investigation, Hughett was charged two counts of official misconduct and one count of coercion of a witness. A grand jury also charged Samuel Jennings, 39, an inmate at Morgan County Correction Facility, with aggravated assault.

Shoffner, Cooper and Lloyd were charged in a second case. TBI said they started investigating after agents received information the correction officers assaulted an inmate while trying to improperly restrain him inside the jail.
According to TBI, Shoffner was charged with one count of official misconduct and one count of assault. Cooper and Lloyd were charged with assault.
