Roane County violent sex offender arrested again for allegedly raping male high school students

HARRIMAN (WATE) – A violent sexual offender is back in jail, accused of recently raping two Roane County High School students.

Matthew Brandon Hall, 28, was first charged with rape of a child and aggravated sexual battery in 2007. The two victims were 7 and 11 years old. Hall pleaded guilty to a lesser charge and was sentenced to seven years in prison. He served almost five and a half years and was released in 2012.

In the new case, the two male students, ages 17 and 18, came forward to school administrators last week. When investigators confronted Hall, he asked for a lawyer.

He was arrested and remains in jail as the sheriff’s office continues to investigate and look for any other victims.

Hall is a big guy at 6 feet 3 inches tall and weighing 250 pounds. His alleged victims are described in arrest warrants as slight of build.

The alleged crimes did not happen on school property.

“We are very proud that our students are able to place their trust in the school administrators when dealing with issues outside the school setting. Our goal is to always insure the safety of our students,” said Gary D. Aytes, director of Roane County Schools.

The students told investigators they knew Hall and he had forced them to have sex as recently as this month. Hall has been charged with raping both of them, and also aggravated assault for an incident in December.

Hall is accused of holding a large knife to one of their necks for several minutes. The students say Hall was mad over a video game and the only other person in the room at the time was Hall’s six-month-old child.

“It’s unfortunate for the children who are involved for something like that to happen. You can’t undo something like that. It’s terrible,” said Roane County Chief Deputy Tim Phillips.

WATE 6 On Your Side went by Hall’s home, even though he’s still in jail. His brother didn’t want to speak with us. Inside the home were baby items, but Hall’s brother said Hall’s baby lived with its mother somewhere else.

Neighbors, some of which appeared to have young children, did not answer the door.

“We try to look for other victims. Hopefully there are none,” Phillips said.

Hall has been on the TBI’s sex offender registry, classified as violent. since he got out of prison in 2012. The sheriff’s office urges people to be familiar with any offenders in their neighborhood or anyone their children might come in contact with.

Hall has a court date scheduled for March 30.
